Half of Americans leave landline behind

A new study indicates that fully half of Americans are living in a household that uses only or mostly mobile phones ? but the remainder is slow to convert.

The Centers for Disease Control's?National Health Interview Study conducts in-person interviews throughout the year, asking about everything from health and insurance status to household telephones. They've put together some of the data from the first half of 2012 and the results, while not shocking, are significant.

Of the more than 20,000 households interviewed, just over half used wireless (i.e. cellular) phones for all or nearly all phone?calls ? 35.9 percent were wireless-only, and 15.9 percent had a landline but rarely used it. That adds up to 51.8 percent of all households, which is less than 2?percent more than for?the same period last year.

Why such a small increase? While younger people are adopting wireless phones as their only phone in record numbers, older folks are hanging onto their landlines. The percentage of people going wireless only steadily decreases as age increases: Only a quarter of those aged 45-64 were totally wireless, and just a tenth of those above age 64. That said, every age segment saw their wireless-only population increase by between 1 and 5 percent.

The highest percentage of wireless-only users appears to be among adults living with unrelated adult roommates ? 75.9 percent, almost three times the proportion of people living only with spouses or other adult family (but down slightly from last year's numbers).

So young people in population-dense areas, especially renters and people with low income, are happy to leave behind the expense and inconvenience of a landline. But for people who have had a landline for years, relatively few choose to abandon it.

DEAR READERS: Here's my annual best-advice column refreshed for 2013.

DIG DIGITAL MOVES. Assuming you don't want to be left by the side of yesterday's road, update your computer-related job search skills. If you're a little shaky on computer, smartphone, tablet and social media skills, look for catch-up resources, including community colleges, senior centers, job clubs, online tutorials and smart teenagers. The clock is ticking.

DEVELOP STRONG TOOLS. When competing for responsible jobs, create customized resumes that match your qualifications to a position's requirements. For hourly jobs, all-purpose resumes still work. The selection job interview remains the make-or-break factor. You may have mastered same-room interviewing, but are you ready to interview by video?

FIGHT FOR MONEY. Learn ever-more-critical salary negotiating skills. If you don't know market rates for your work, you can't fight back a lowball offer. Cruise salary websites.

RECOGNIZE STRATEGIC ZIG-ZAGGING. Consider fertilizing your career climb by judiciously changing employers every few years when opportunity knocks. Job changing isn't high risk if you make quotable, measurable accomplishments for each job, as well as competently check out each potential destination.

TAKE A LONG VIEW. Look at your career as a whole. Don't force yourself into a round hole if you're a square peg. Stay true to your personality and preferred lifestyle -- if you're a water lover, taking a job in the desert won't satisfy your inner sailor. Look at personal timelines for promise, momentum and harvest. If you're still in the promise stage at 45, something has to change or momentum-followed-by-harvest will slip beyond your grasp.

PREVENT OBSOLESCENCE. The only job security you can count on is the transportability of your skills. Do whatever it takes to keep your qualifications mint-fresh and marketable. Caveat: Beware of too much student debt. Check for-profit school prices against public and nonprofit school prices. Remember the "taxi" principal: "Find out the debt cost before you get in the transporting vehicle."

NETWORK FOREVER. Never has it been more important to participate in professional organizations and to network with other groups and individuals -- even parents you meet when driving your kids to school. Contacts you nurture over the years are the people most likely to return your calls and open doors for you when you're in employment distress. Calling only when you need something doesn't motivate others to assist you.

REFLECT ON SELF-EMPLOYMENT. Certainly not everyone should open an enterprise, but if you have strong entrepreneurial traits, running your own business may prove more secure and rewarding than being at someone else's call. Tip: Middle-aged managers who strike out on their own often discover that they lack the risk gene and are cut out to be wage slaves after all. Or they run out of money. Or they find out that it takes a whole lot more to succeed than doing what they love and hoping the money will follow.

PAY ATTENTION. Take time to seriously evaluate where you are and where you want to be. Remaining alert will keep you from being blindsided if your job suddenly disappears as capital chases cheap labor across the globe. That can happen in nearly any field, especially when the work can be digitized, including medicine, law and accounting. It's a myth that only low-end manufacturing jobs are being sent overseas.

In cost-control mode, employers are supplanting permanent employees with independent contractors, temps, consultants and freelancers. And there's no end in sight to the rush of galloping technology that's changing the content of jobs, or eliminating them altogether. The emphasis, subtle but important, has changed from "holding a job" to "doing a job."

This is a historic juncture for American workers and not all will benefit from changes.

AIM FOR FUSION. Whiz-bang technology is everywhere, but some things haven't changed. Don't lose memory of the myriad of decades-long lessons that job seekers have learned through opportunities won or lost, such as being likeable, or never interviewing just before lunch. Wisdom is a stubborn thing.

Lulu is a single mom who?d gone back to school and didn?t have the time or interest in working full-time to pay for rent. So when she had to move out of her more conventional home, she decided to move herself and her daughter into a shipping container. With no building experience, Lulu spent just one month cutting windows and a door and installing insulation and a basic kitchen (complete with propane-powered campstove and on-demand water heater). Then she and her daughter moved into the 8 by 20 foot square foot home, fitting a bed, couch, bookshelf and kitchen cabinets into the 160 square foot box. When Lulu decided they needed a bit more space, she went from shipping to trucking waste and began to build their bedroom on a used flatbed trailer. ?It?s really mostly built like a shed. It?s a nice looking shed, but it?s really an 8 by 16 shed with windows in it.? 'Stink Bug' Offers Comfort To Young Cancer Patients ? CBS Denver

Allison felt that other young cancer patients would benefit from a pet. That?s why she started ?The Stink Bug Project.?

She bakes and sells dog treats to help raise money to buy inmate-trained dogs for other sick kids. Her inspiration for ?Stink Bug? came from a bug she drew near the end of cancer treatment to say goodbye to cancer.

A few months after doctors found a tumor on Oscar Martinez?s ribs, Newton the yellow lab moved into his house thanks to ?Stink Bug.?

?When I stay home from school and I don?t feel good,? Oscar said, ?he?s like my friend and he will hang out with me.?

But Allison isn?t doing her good work alone. The Rocky Mountain Children?s Health Foundation supports her project.

It also makes sure the families have all the help they need.

?They?re able to help me with gas vouchers or food if I needed food, they?d give me vouchers to go grocery shopping,? explained Oscar?s mom, Rachel Martinez.

Rachel took a year?s leave of absence to be with Oscar during his treatment. But at first, she didn?t want to accept help.

?Sometimes you have to have the help,? Rachel said through tears. ?It?s nice for people to be there to offer that and be able to do that for you when you need it. It?s great.?

But it?s not just the support of the people, those four-footed furry friends provide plenty of comfort as well.

NEW YORK (AP) ? Shoppers who waited until the final days before Christmas were rewarded with big bargains and lighter crowds. But their last-minute deal hunting may hurt stores.

Although fresh data on the holiday shopping season won't be available until Christmas, analysts expect growth from last year to be modest. Several factors have dampened shoppers' spirits, including fears that the economy could fall off the "fiscal cliff," triggering tax increases and spending cuts early next year.

On Christmas Eve, Taubman Centers, which operates 28 malls across the country, reported a "very strong weekend." But many last-minute shoppers in cities including New York, Atlanta and Indianapolis were spending less than they did last year, and taking advantage of big discounts of up to 70 percent that hurt stores' profits.

Kris Betzold, 40, of Carmel, Ind., was out at the Fashion Mall at Keystone in Indianapolis on Monday looking for deals on toys, and said she's noticed the sales are "even better now than they were at Thanksgiving." She said the economy has prompted her and her husband to be more frugal this year.

"We under-budgeted ourselves by $400 for Christmas because we just wanted to put that money back in savings," she said.

Dianne Ashford, 40, was at the Lenox Square Mall in Atlanta on Monday, said she was spending $500 on gifts this year, down from the $1,000 she normally spends.

"Times are hard," said Ashford, who works for a film production company. The best deal she found this year was a guitar for her mother, half off at $79.

Other last-minute shoppers said they were holding off as much as possible for even bigger post-holiday sales.

Chris Ailes, a 37-year-old TV producer, also was at the Lenox Square on Monday to pick up last-minute gifts for his mom and grandmother. With the economy so shaky, he and his family are trying to cut back on spending. So he said he's looking forward to discounts after Christmas.

"That's when the sales are going on," he said.

At Macy's in New York, shopper Maureen Whyte had a similar game plan in mind. Whyte, a 33-year-old who works for an insurance company, was picking up last-minute stocking stuffers for her kids. For some toys, however, she was holding off for the post-Christmas sales and her kids understood why.

"I told them, 'Whatever Mommy didn't get you, you'll get after this week,'" she said, noting that her children, ages 5 and 10, are fine waiting as long as they know they'll eventually get their toys.

That's grim news for retailers, which typically get 40 percent of their annual sales in the critical November to December period. Although the week after Christmas is considered part of the season, by that time retailers are backed into a corner since it's their last chance to get rid of items that have been sitting on shelves for months. The steep discounts during that time mean sales are less profitable.

ShopperTrak, which counts foot traffic and its own proprietary sales numbers from 40,000 retail outlets across the country, last Wednesday cut its forecast for holiday spending down to 2.5 percent growth to $257.7 billion, from prior expectations of a 3.3 percent rise.

Online, sales rose just 8.4 percent to $48 billion from Oct. 28 through Saturday, according to a measure by MasterCard Advisors' SpendingPulse. That is below the online sales growth of between 15 to 17 percent seen in the prior 18-month period, according to the data service, which tracks all spending across all forms of payment, including cash.

Marshal Cohen, chief research analyst at the market research firm NPD Inc., said retailers will have to be more aggressive than usual with discounts in the days after Christmas to get shoppers to spend. That could mean some stores will slash prices by as much as 80 percent to make shoppers believe the sales are a "once in a lifetime opportunity."

"Consumers are going to be rewarded for waiting until after the holidays," he said.

How to make a website - Jojet - Internet Strategy blog - South Wales

Recently I read a thought provoking post from Seth Godin titled ?How to make a website: a tactical guide for marketers?; it didn?t sit comfortably with me so after letting it stew for a while I decided to make a rebuttal.

The aim of Seth?s article was to help business marketers communicate their website vision better so that the whole process went smoother and, ultimately, the website appeared quicker. Fair enough. However, there were some flaws in his advice.

Be careful what you wish for?

The gist of Seth?s advice was this:

Let?s make the process take less time and be less hassle. Browse other websites and find the tech elements you want for your website (a shopping cart like this, a homepage like that), mockup the website in Keynote or Powerpoint and use that as your specification.

However, I have some issues here.

In my experience of designing websites, you have to be mindful of reaching for the tech too early. It?s all too tempting to be lured in and to spend time ?researching? what the competition are doing, and mistaking that for a strategy for deciding what your website needs (?ooh! look, their pages fip like a book..WE NEED THAT!?). What is right for one company and one website is not right for another. And who?s to say that the websites you are looking at are any good?! You could be copying poor websites & poor techniques; this is hardly laying the foundations for online success.

Where you should start

Competition research is fine and has its place but, in my experience, it is more important that the client brings the following to the table:

  • A clear idea of who they are & what their brand is
  • Who their audience is and what motivates them to buy
  • What products/services are they offering to their audience
  • The buying process of that audience

This is stuff which marketers should know really well (but don?t always).

And this is a gold mine of information which savvy website design companies will use as a starting point so that collaboratively we can create a highly polished piece of online marketing collateral.

Straw Man

If you have established the above information then, by all means, go further and map out how you think this experience should manifest itself online (e.g. a sitemap or mocking something up in Powerpoint). BUT treat this as a straw man only.

And use your straw man to communicate your vision to your web design team but the conversation should not be ?this is how it should look? or too prescriptive full stop. A good web design team will work with you on what you are trying to achieve and, armed with that, they can advise you on how that may be best achieved online. Brow beat your web design team at your peril.

Seth says ?Virtually all websites are not on the cutting edge of technology.? true, but that?s like saying ?Virtually all recipes can be made using ingredients you can buy down a local supermarket?; the skill is in understanding what ingredients to bring to bear for the end result; the magic is not so much in the ingredients; it is in the knowledge of how to bring it all together using a creative process.

Collaborative

I don?t want to start every paragraph with ?Seth says? but?

Last step: Hand the Keynote doc to your developers and go away until it?s finished

This is dangerous, dangerous advice.

Online success is rarely achieved by business stake holders and design creatives working in isolation; it is more likely that it is achieved by working collaboratively to bring your vision online. The process is iterative. And it needs input & ideas from various business stake holders along the way. Web design companies do not possess a crystal ball and if you want to avoid that awful moment when the curtain gets pulled back on the project and you start finding fault then I would advise you to be part of the process (yes, design has a regimented process) from day one. Design process is what achieves results; the design is just an output.

What you should concentrate on?

A word not mentioned once in the post is something which I would consider critical: content.

Without good content a website is dead in the water. And by cherry picking the process and trying to decide on (for example) what navigation system you think you need on your website, we run the risk of not concentrating on what we DO need to focus on. And that is the actual content of the website.

  • What content does the website need?
  • What form will that content take? (text, video, audio, infographic etc)
  • What content do we have already? (and what shape is it in?)
  • What new content do we need? Who will create it?
  • How will our content work on mobile?
  • How will we measure the effectiveness of our content?

Indeed, some website companies will push clients to create the content first before any further web design is done; concentrating the mind of the client on creating top quality content to engage their audience. Once we understand the message we can see how it needs to be applied to the medium.

Cutting corners

Seth suggests that in following his advice you will achieve results with ?less time and less hassle?. However, be careful on the corners you cut, quality results require time & effort.

Perhaps I misunderstood the advice offered in his article but, if I did, my concern is that other people will have misunderstood as well.

p.s. one good bit advice from the post was ?Don?t do any coding.?, however, to me this is self evident. It?s like saying ?Unless you are a qualified dentist, don?t perform your own root canal work?.

p.p.s part of me suspects that Seth knew his article would raise eye brows in certain quarters; perhaps he is not adverse to link bait ;)

Nutrient-sensing enzymes key to starvation response and survival in newborn mammals

Dec. 23, 2012 ? In the perilous hours immediately after birth, a newborn mammal must survive the sudden loss of food supply from its mother. Under normal circumstances, newborns mount a metabolic response to ward off starvation until feeding occurs. This survival response involves a process of controlled breakdown of internal energetic sources known as autophagy. Although autophagy has been well documented, the key mechanistic regulators of autophagy in vivo have remained poorly understood.

Whitehead Institute researchers have discovered that a family of nutrient-sensing enzymes, dubbed Rag GTPases, modulates the activity of the mTORC1 protein complex, whose inhibition is essential for autophagy and survival in newborns. The finding, reported this week in the journal Nature, emerges from the lab of Whitehead Member David Sabatini, whose earlier in vitro studies showed that mTORC1 (for "mechanistic target of rapamycin complex 1") senses the presence of vital amino acids via interactions with Rag GTPases.

To assess the impact of this Rag GTPase-mTORC1 relationship in mammals, the lab generated mice genetically altered to continually express an active form of the GTPase RagA and compared them with wild-type mice. In normal mice, RagA is activated in the presence of nutrients, and turns on the mTORC1 pathway, which regulates organismal growth in response to nutrient availability. If the mice are deprived of nutrients, RagA is switched off, deactivating mTORC1 and initiating autophagy to tide the animal over until the next feeding. However, in the altered mice, RagA's continuous activity keeps mTORC1 active, despite a dearth of available nutrients. Instead of mTORC1 triggering autophagy, the animals' metabolisms remain unchanged, resulting in nutritional crisis and death.

"What happens to a newborn animal with the RagA enzyme always on is pretty shocking," says Sabatini, who is also a professor of biology at MIT and a Howard Hughes Medical Institute (HHMI) investigator. "A normal neonate animal within an hour after birth responds to that condition, but one with its RagA stuck 'on' doesn't, and it dies. It basically has a huge energetic and nutritional crisis because it can't make the adaption."

These striking results stunned Alejo Efeyan, a postdoctoral researcher in the Sabatini lab, and first author of the Nature that describes this work.

"We were surprised that there was no inhibition of this pathway independent of RagA -- that there is no backup system," says Efeyan. "And that RagA is a more global nutrient sensor that goes beyond its known function as an amino acid sensor."

RagA's role as an amino acid sensor had been established in cultured cells by the Sabatini lab. Yet when Efeyan compared nutrient levels in fasting newborn RagA-active mice with those of fasting pups with normal RagA, not only amino acids were reduced in RagA-active animals, also glucose levels were dangerously low. The animals were unable to "sense" either of these reductions, so autophagy failed to initiate in the RagA-active pups, which all died within hours of birth.

This newly identified function for RagA suggests much remains unknown about the cell biology of nutrient sensing, an area of research that Sabatini and his lab continue to investigate.

VATICAN CITY?? Pope Benedict, white-haired, 85 and a neophyte to social media site Twitter, has beaten out 18-year old heartthrob Justin Bieber to set a percentage record for retweeting by his followers, the Vatican said on Thursday.

The Vatican newspaper said that as of noon Italian time on Thursday the pope had 2.1 million followers on Twitter, eight days after his first tweet was sent.

While Canadian singer-songwriter Bieber has roughly 15 times as many followers ? 31.7 million ? the Vatican newspaper said Benedict had beaten Bieber on retweets.

It said about 50 percent of the pope's followers had retweeted his first tweet on Dec. 12 while only 0.7 percent of Bieber's followers had retweeted one of the singer's most popular tweets on Sept. 26, when he commented on the death by cancer of a 6-year-old fan.

The Vatican said this was part of a wider trend in which people were looking for more spiritual content.

The pope already tweets in English, German, Italian, French, Spanish, Portuguese, Polish and Arabic. The newspaper said he will start tweeting in Latin and Chinese soon.

General Motors will repurchase 200 million shares of its own stock currently held by the U.S. Treasury, with the White House announcing plans to sell off its remaining 300 million shares within the next 12 to 15 months.

The automaker will pay?$27.50 for the shares it will acquire, a 7.9% premium over the $25.49 closing price on December 18, 2012 ? but that is also a sharp discount from the $33 price set during GM?s initial public offering in November 2010. And it means taxpayers will lose billions on the sale.

?This announcement is an important step in bringing closure to the successful auto industry rescue, it further removes the perception of government ownership of GM among customers, and it demonstrates confidence in GM?s progress and our future,? said Dan Akerson, chairman and CEO of GM.?

The automaker noted that it will take a $400 million charge against earnings during the fourth quarter in connection with the stock repurchase.

As recently as a week ago, during a holiday event with reporters, CEO Akerson indicated his desire to have the government sell off its stake ? though he gave no indication any move was imminent.? Most analysts had not expected an announcement until sometime in early 2013.

Treasury has been under strong pressure to announce an exit plan ? an issue that failed GOP presidential candidate Mitt Romney repeated frequently during his campaign. He called on the White House to sell off its stake last summer, though at that point GM was trading as low as $18.72 a share.? At that price, the government would have received about $1.5 billion less than it will now get, a total of $5.5 billion for the initial 200 million share sell-off.?

Industry analysts had estimated a sale price of $53 would be needed to recoup the government?s full investment in General Motors, however.?

Both sides have been looking for a way to sell off the government?s remaining stake in what Washington calls ?an orderly fashion.?? There was clear concern that simply dumping 500 million shares onto the market all at once would cause havoc ? and sharply depress GM?s stock price.

It is likely, insiders suggest, that the remaining 300 million shares will be sold off in chunks, rather than en masse, to minimize any market disruption.?

There is also clear hope that as the economy continues to improve ? and with auto sales expected to continue rebounding after a strong close to 2012 ? GM?s share price will continue its upward momentum.

There are some issues that continue to nag the automaker, however, most notably its ongoing problems in Europe, where it is expected to report a loss for all of 2012 running between $1.5 billion and $1.8 billion, it recently signaled.?

As part of the latest move, the government will remove some of the restrictions it had placed on General Motors as part of the 2009 bailout which ultimately totaled $49.5 billion.

While Akerson last week said the government had ?stayed out? of GM?s day-to-day management, contrary to some early concerns, he nonetheless chafed over limits the White House had placed on senior management salaries.? It also barred GM ? and Chrysler, which also received a 2009 bailout ? from owning corporate aircraft.

Salaries and bonuses will almost certainly rise to match those at competing makers, such as Ford, industry observers anticipate.? And GM could announce plans to acquire new jets within a matter of weeks.

The automotive bailout proved extremely controversial, far more than the much larger rescue of U.S. banks. GM officials have acknowledged that their research shows some potential buyers won?t purchase products from what has been derisively called ?Government Motors.?? It?s unclear if the planned sell-off of stock will overcome that aversion.

But the likely loss of billions of dollars by the time all government stock is sold off ? at the $27.50 share price, the ultimate loss would amount to around $12.75 billion ? will continue to fuel debate.

For their part, White House officials defended the bailout and the newly announced stock repurchase by pointing out the long-term benefits to the country.

"The auto industry rescue helped save more than a million jobs during a severe economic crisis," U.S. Treasury Assistant Secretary for Financial Stability Timothy Massad said. ?But (the rescue plan) was always meant to be a temporary, emergency program. The government should not be in the business of owning stakes in private companies for an indefinite period of time.?

Asahi and?Mainichi?newspapers reported on Tuesday Aso would get the finance post while Yomiuri said Aso, 72, was also being considered as a possible foreign minister.

Abe, whose?Liberal Democratic Party (LDP)?and its small ally New Komeito captured a two-thirds majority in Sunday's landslide, will announce his cabinet line-up on Dec. 26.

The choice of Aso suggests that Abe is looking to LDP veterans to fill important positions to avoid criticism that his ministers lack experience, a recurring complaint about cabinets of the?Democratic Party of Japan?that trounced the LDP in 2009, only to suffer a crushing defeat three years later.

Abe's own first cabinet similarly suffered criticism that he picked lawmakers close to him personally rather than those best qualified for the job.

When Aso was prime minister, he launched massive economic stimulus packages to combat the 2008-2009 financial crisis, but his efforts were overshadowed by gaffes, scandals and policy flip-flops that culminated with the LDP losing power after more than half a century of an almost non-stop rule.

?Like Abe, Aso has an elite political lineage and like the next premier is a grandson of a prime minister.

Abe, who quit abruptly in 2007 after just one year in office, says he has learned from past mistakes and has been working hard to project an image of a strong, mature and decisive leader.

Buoyed by the election victory, which political analysts saw more as voters' payback for the Democrats' troubled rule than a full embrace of the LDP, Abe has swiftly moved to press his agenda.

On Monday, he turned up the heat on the?Bank of Japan?to boost its monetary stimulus when it ends its two-day meeting on Thursday and pressing it to adopt a more ambitious 2 percent inflation target as soon as next month.

On Tuesday, Abe told reporters that he had agreed in a telephone call with U.S. President?Barack Obama?that the two would try to meet next month, part of a push to strengthen ties with Washington and give?Japan?a greater global security role.

U.S. Army Corps clearing rocks from drought-hit Mississippi

(Reuters) - The U.S. Army Corp of Engineers, in its largest such undertaking in at least 25 years, on Tuesday began clearing a shallow stretch of the drought-hit Mississippi River of rocks impeding the flow of billions of dollars' worth of goods to the Gulf Coast.

A shipping superhighway that links much of the central United States to the Gulf of Mexico, the Mississippi is near record-low levels due to the worst U.S. drought since 1956.

Using a fleet of excavators and barges with extensions that allow the vessels to 'stand' on the river bed, the Corps began its task to remove 900 cubic yards of limestone stretching over six miles near Thebes, Illinois.

The work, which could take a month to 45 days to complete, is expected to hamper the movement of barges carrying grain from production centers to export terminals at the U.S. Gulf as well as upriver shipments of fertilizer, coal and road salt.

"Right now they're removing rocks through mechanical means using spud barges and excavators," said Army Corps spokesman Mike Petersen, referring to barges with 'legs.'

"They also have a piece of equipment called a hydrohammer, basically a huge aquatic jackhammer, to break up bigger chunks of rock for excavation."

"The water is so low right now that an excavator can reach down to the very bottom and knock these rock pinnacles down. They've had a lot of success with that and it also reduces the timeline and the cost," he told Reuters by telephone.

The next phase of the excavation would involve the use of explosives to break up the rocks at that stretch.

The low water level on the Mississippi River after the worst drought in half a century this year was exacerbated by the Corps' decision to reduce the amount of water that flows into the waterway from the Missouri River - an annual event.

The move raised protests from Midwestern governors and senators who urged President Barack Obama to rescind the decision for fear that badly needed income would be lost through the disruption of commerce that flows through the river.

The Army Corps on Monday projected "no significant interruption in navigation" in a briefing to members of the agriculture industry and elected officials, including U.S. Senator Dick Durbin of Illinois, the chamber's No. 2 ranking democrat.

The excavation work that began on Tuesday would close the Mississippi River near Thebes for 16 hours a day to barges heading south to the U.S. Gulf and northwards after emptying their cargoes at export terminals.

River traffic will be allowed to transit the six-mile work zone each night, but a backlog of barges was beginning to form.

QUEUE FORMING

A queue of 12 southbound and three northbound tow boats, each of which typically ferries 20 to 25 barges each with 1,500-ton capacity, were waiting on Tuesday to transit the area, a U.S. Coast Guard spokesman said. He said 13 northbound vessels moved through the stretch on Monday night.

The stretch near Thebes was known historically as Little Chain of Rocks, a smaller version of a treacherous area of the river north of St. Louis known as Chain of Rocks which vessels now bypass via a canal constructed in the 1940s and 1950s.

The rock-removal project was prioritized this year as the Mississippi River approached record-low levels and threatened to halt river navigation, especially along a 200-mile stretch between St Louis and Cairo, Illinois.

Exporters stepped up shipments of grain and soybeans to the Gulf Coast before water levels fell to critically low levels, forcing barges to take on lighter loads. They also resorted to loading more of their goods on railcars.

The disruption of river traffic due to low water has rallied export prices for grains, especially soybeans that are in strong demand from buyers like China. The United States remains the primary global supplier of soybeans until the harvest in South American powerhouses Brazil and Argentina early next year.

GROWMARK, an agricultural cooperative, is evaluating daily its costs to use the river to ship grains to the U.S. Gulf and fertilizer north to the Midwest farm belt.

There is an "economic threshold" at which low water levels would raise costs for river shipping so high that it would be less expensive to transport products by truck or rail, said Chuck Spencer, GROWMARK's director of government affairs.

"We know that if we're going to have any water-borne commerce that, in the short term, we're going to have to put up with this construction time frame" at Thebes, Spencer said.

Storms moving through the U.S. Plains and Midwest are poised to add a few inches of water to the river, according to river forecasts by the National Weather Service, possibly delaying what many believed would be an effective end to navigation in late December.

The Mississippi River at St. Louis on Monday was forecast to recede by nearly two feet by the end of the month, but as of Tuesday morning the forecast showed a 1.5-foot drop.

The Waterways Council, a river shipping industry group, initially expected the river would be effectively closed by December 10 due to low water.

But recent rains as well as steps by the Army Corps to release water from Carlyle Lake, a southern Illinois reservoir, have pushed back the forecast to about January 10, said Debra Colbert, senior vice president of the Waterways Council.

"At least we'll be able to get some barges past but it's still a significant disruption."

Series of blasts hits Iraq's Kirkuk, 6 killed

KIRKUK, Iraq (Reuters) - A series of blasts hit Iraq's Kirkuk on Sunday, killing at least six people and wounding tens more in neighborhoods across the ethnically mixed city, security and hospital sources said.

Kirkuk, which sits atop some of the world's largest oil reserves, is at the heart of a dispute between the Arab-led central government in Baghdad and ethnic Kurds who run their own autonomous region to the north of the country.

Three roadside bombs exploded near a Shi'ite mosque in the city, and a car bomb and a roadside bomb detonated near a Kirkuk television channel, according to police officials.

Omar Sideeq, head of Kirkuk's health department, said six people were killed and 30 wounded. But a police official said 10 people had been killed in the attacks.

The string of blasts came just hours after bombs planted inside a car killed two Kurdish Peshmerga military recruits in another disputed region of northern Iraq.

No-one claimed responsibility for the attacks, but the bombings hit at a moment of escalating tensions between Baghdad and Kurdistan after both regions sent troops from their armies to reinforce positions along the disputed internal frontier.

Australian court: Worker's comp covers sex mishap

(AP) ? An Australian court has ruled that a bureaucrat who was injured while having sex on a business trip is eligible for worker's compensation benefits.

The Full Bench of the Federal Court ruled Dec. 13 in favor of the woman, who cannot be identified for legal reasons, and rejecting the appeal of the federal government's insurer.

The woman was hospitalized after being injured in 2007 during sex with a male friend while staying in a motel in the town of Nowra, 160 kilometers (100 miles) south of her hometown of Sydney.

During the sex, a glass light fitting was torn from its mount above the bed and landed on her face, injuring her nose and mouth. She later suffered depression and was unable to continue working for the government.

Her claim for worker's compensation for her physical and psychological injuries was initially approved by government insurer Comcare, then rejected after further investigation.

An administrative tribunal agreed with Comcare that her injuries were not suffered in the course of her employment, saying the government had not induced or encouraged the woman's sexual conduct. The tribunal also found the sex was "not an ordinary incident of an overnight stay" such as showering, sleeping and eating.

That ruling was overturned in the Federal Court in 2012, when Judge John Nicholas rejected the tribunal's findings that the sex had to be condoned by the government if she were to qualify for compensation.

"If the applicant had been injured while playing a game of cards in her motel room, she would be entitled to compensation even though it could not be said that her employer induced her to engage in such activity," Nicholas wrote in his judgment in favor of the woman receiving compensation.

In the Full Bench decision upholding Nicholas' decision, Judges Patrick Keane, Robert Buchanan and Mordy Bromberg agreed last week that the government's views on the woman having sex in her motel room were irrelevant.

"No approval, express or implied, of the respondent's conduct was required," they said.

It is not yet clear how much compensation the woman will receive. She was in her 30s at the time of the accident.

Comcare was on Monday considering an appeal to the High Court, Australia's highest legal authority, Comcare spokesman Russ Street said.

"The issue is a significant one," Street said in a statement. "Workers need to be clear about their entitlements and employers should have an understanding of their responsibilities and how to support their staff."
